What is ACD in K.S.E.B Bill?|K.S.E.B Billing Terms are Expalined|2020

You can see    Cash Deposit Interest,
Excess Cash Deposit, and Additional Cash Deposit in the Electricity  Bill of June-July.
But due  covid pandemic conditions, KSEB  doesn't generate ACD in June -July  of 2020.
Based on consumption  during the last fiscal year these amounts are determined.

1.Cash deposit Interest:
Cash deposit is payable as per connected  load and tariff category when we take a power connection. As stated in clause 67 (6) of Electricity Supply Code, this amounts to three times the average monthly bill per customer for a dual monthly bill. Twice a month if it's a monthly bill. The KSEBL will pay for this financial year at the rate of interest rate applicable on April 1, 2020.(This is in demand in May). The interest rate is 6.5% for 2019-20 years. For example, if you pay a CD of Rs 600, you get Rs. 39. This amount  is adjusted as advance on the electricity bill in June.
The balance will be shown on the bill as  amount to pay.

2.Excess Cash Deposit:
If your deposit amount is greater than three times the current year's (dual monthly bills) or more than double (Monthly Bill)
E.g. Suppose you are a dual monthly bill consumer and having a CD of Rs 600. Suppose electricity consumption on average monthly consumption of electricity used in the last financial year is Rs150. Then the amount to be deposited is 150 × 3 = 450. You get 600 - 450 = 150. Your amount will go to Advance in your bill. It will also be shown as advance and reduced it to the bill. The balance will be shown on the bill as amount to pay.
You can see this as Advance in your Bill.

Additional Cash Deposit (ACD): Consumption in your home is expected to be Rs 300 per month on average monthly consumption. The cash deposit should be  three times of 300. Your cash deposit is only Rs. 600. Thus, 900 - 600 = 300 will be required to be paid as Additional Cash Deposit (ACD).
You can see this as Adjustments/ACD  in your bill.
In this lockdown  season(2020-21), KSEB stopped  demanding ACD.But the other (1, 2) are processing  as usual.

    1. It is better by owner. You should pay the bill amount. For long term ,if you're the payee you should get the benefit in your bills.

      Delete
    2. Thus you should have to pay.Because the ACD is generated after assessing your consumption during past 1 year(June-July).

    1. If current meter reading is not available due to low battery of meter or any other reason,an average bill is charged. It may be more or less than actual bill. The amount collected is less or more ,it is adjusted with the next bill.If the paid amount is less, balance has to be paid with next bill ans vice versa.
This is termed as DL Adjustments in KSEB Bill

  5. My average bi monthly bill comes to Rs 1,500-2,000.
Last bill (Rs 1738), I couldnt pay). Along with this I got a bill today for Rs 7,591.
Bill amount mentioned was Rs 3,733 for consuming 1,086 units (my average consumption was 340 units, dont know how come this month it came to 1,086 units).
DL Adj - Rs 2,120 (Dont know what is this for?)
And then the arrears (previous month) - Rs 1,738
totalling the amount to Rs 7,591.
    Would like to clarify following:
    1. why this month the total amount came to 5,853 ?? which is almost 3.5 times my average bill.
    2. What is this amount mentioned under DL Adj for ??
    Could somebody explain this ??

    1. Dear,I will try to my level best to explain this issue.
I think you got the first bill around 23-26 March 2020.Due to lockdown meter readings are stopped from this period. So an average bill based on your previous 3 bill is charged and it was₹1738.And you didn't pay it. This will come as Arrears in the next bill.

The average bill is a usual method of billing in KSEB.The meter reading may not available in the following situation
1.There is no Power Supply and Poor battery backup.
      2.Meter has no display.
      3.The meter premise is locked.
This is shown as DL in your bill in the field of meter status.

In your case, today meter reading is got and your consumption is 1086 units.Remember, this is for past 4 months. For your sake KSEB splits this into two(543).One for Jan-March and the other for March-May.
You have already billed for the first one on on average basis(340).But you need to pay the balance amount (not for balance unit) for 543.This is termed as DL Adjustment. Here it is₹2120.
This usually comes when reading is available.

The remaining 543 unit is billed as usual. That is ₹3733
      The calculation as followes.
      5.80*543+10%Duty+220(fixed charge)+meter rent.
If KSEB do not follow this split up method you will chaged for entire unit by ₹7.90 and that will be a huge amount.

      7.90*1086+858+300+meter rent=around ₹9750.
I think there is an ac in your home.it will take 1.5 units per hour. And we are all in our home for the entire period.
      I hope you understand.

  9. If current meter reading is not available due to low battery of meter or any other reason,an average bill is charged. It may be more or less than actual bill. The amount collected is less or more ,it is adjusted with the next bill.If the paid amount is less, balance has to be paid with next bill ans vice versa.

This is termed as "DL Adjustments"in KSEB Bill.

The average bill is a usual method of billing in KSEB.The meter reading may not available in the following situation
1.There is no Power Supply and Poor battery backup.
    2.Meter has no display.
    3.The meter premise is locked.
This is shown as DL in your bill in the field of meter status.
Consider your are a bimonthly billed domestic consumer and your average monthly consumption is 270 units. When your meter in DL status you're billed for this unit. After for months reading is got and your total consumption is 600 units. The system splits this into two equal parts i.e, 300.One for first two months and rest is for last two.
You have already paid the amount for 270 units. But you will not billed for remaining 30 units, and you need only to pay the amount remains as balance for 300 units.
This is shown as "DL Adjustment +(Amount )"in your bill.
The remaining 300 units is billed as usual.
If this split up is not followed, your first bill is around ₹45.Then next bill for entire 600 units. This will lead to a huge amount.

At the same time, your consumption is 500 units. So the excess amount paid for 20 units s(270-250)is adjusted with your next bill as"DL Adjustment-(Amount )".

  11. Government has offered bill subsidy varies from 20%-50% on lockdown period excess bill. This means, certain units are subsidized and is equated to reach the subsidy amount. Would like to know, if the consumer has roof top solar power generation system(ON GRID), will KSEB subsidize the excess units (like above ) and transfer to the banked units ?
